Chris Henley KC has been appointed to conduct the review into three Criminal Case Review Commission (CCRC) investigations into Andrew Malkinson’s rape conviction.
Andrew Malkinson was wrongfully convicted of rape in Greater Manchester in 2004. He subsequently served over 17 years in prison.
The CCRC twice declined Mr Malkinson’s applications, before referring a third application in January 2023. His conviction was overturned by the Court of Appeal on Wednesday, 26th July 2023.
Chris will have sole responsibility for the review’s findings and recommendations. Head of Chambers at Mountford Chambers and a former chair of the Criminal Bar Association, Chris has a wide range of relevant experience in the most serious criminal cases.

The CCRC is committed to a rigorous review of the part they played in this terrible miscarriage of justice. I have been tasked with assessing what happened from the CCRC’s perspective and to make the necessary findings. A strong and effective review body, which commands full confidence, is fundamental to the integrity of our system of criminal justice.”
The review’s findings will be made public before the end of October 2023.
